The provision of external state support to non-state armed groups in civil wars is a dynamic process. While we know much about the initiation of external support and its effects, we know less about why state sponsorship changes over time. Based on a within-case analysis of the United States' support commitment to the armed opposition in Nicaragua in the 1980s, this article demonstrates the utility of focusing on shifts in leaders' perceptions and domestic attribution processes rather than structural features of the international system or rebel behaviour to understand temporal variation in external support.
Many civil wars are illustrative of wider international tensions and connections that transcend state borders. States often intervene to influence the trajectory and outcome of civil conflicts by providing external support to warring parties. This assistance ranges from direct military intervention to the provision of weapons, training, funds, safe havens, intelligence, logistics and other critical resources. This dissertation contains four individual essays that each seeks to advance our knowledge of state support to rebel movements. The first essays (I and II) add to our understanding of how external state support influences conflict dynamics while the latter (III and IV) begin to unpack the political decision-making process behind decisions that alter the original support commitment. Essay I evaluates whether state support to rebels increases the probability of civil war negotiations being initiated. The findings question a widespread belief among policymakers that support can foster negotiations. Essay II explores if external support influences the risk of conflict recurrence. It finds that state support to rebels can increase the risk of conflict recurrence in the short-term while there is no equivalent effect of support provided to governments. Essay III is the first global analysis of support termination and it thereby opens up an entirely new research field. The results suggest that the causes related to the initiation of support and its termination are largely distinct while the transition from the Cold War and the absence of ethnic kinship ties offer some insights into when states are more likely to terminate support. Essay IV unpacks the political decision-making process of the United States' support to the armed opposition in Nicaragua in the 1980s and in Syria in the 2010s. The results indicate that adverse feedback functions as a trigger for increasing previous commitments as long as policy failure can be attributed to external actors, while reduced support is often a result of attributing failure to the state sponsor's own actions. Taken together, the essays make significant contributions to advance our understanding of biased third-party interventions, conflict recurrence, civil war negotiations, foreign policy decision-making and state sponsorship of terrorism.
Why do some armed conflicts that have ended experience renewed fighting while others do not? Previous research on conflict recurrence has approached this question by looking at domestic factors such as how the war was fought, how it ended or factors associated with its aftermath. With the exception of the literature on third-party security guarantees, the influence of outside actors has often been overlooked. This article explores the role of external states and suggests when and how their involvement is likely to affect the probability of renewed warfare. The main argument is that the legacy of outside support creates an external support structure that affects the previous combatants' willingness as well as their opportunities to remobilize. This means that armed conflicts with external state support will experience a greater likelihood of recurrence compared to other conflicts which did not see external support. The theory is tested using Cox proportional hazards models on global data of intrastate armed conflicts 1975–2009. The findings suggest that external support to rebels increases the risk of conflict recurrence in the short term as groups receive or anticipate renewed assistance. The results also indicate that it is more important for rebel groups to have had enduring support over the years in the previous conflict rather than access to multiple state sponsors. External support provided to governments is not associated with conflict recurrence.
The disarmament, demobilization, and reintegration of ex-combatants has become an integral part of peacebuilding. Although the main purpose of such interventions is to dissolve the military structures of armed groups, there is growing evidence that ex-combatant networks often remain intact. We investigate why such structures continue to thrive. We argue that ex-military networks are stronger when ex-commanders have weak links to elite patronage systems. Ex-combatants who are unable to rely on their former superiors for economic assistance must instead build denser ties to each other to gain access to a social safety net. To assess our argument, we conduct a comparative social network analysis (SNA) of two ex-military networks in Liberia. This innovative approach helps us uncover previously overlooked, but central, dynamics related to ex-combatant groups. We thereby show that SNA provides a range of underutilized tools and exact definitions that can increase our understanding of ex-military networks.
Abstract External state support to non-state armed groups is commonly seen as a direct relationship between a state sponsor and a rebel group. But powerful states often use third-party states as conduits of military aid. These intermediary states are secondary, subordinate principals that are part of extended chains of "dual delegation." Because intermediaries are likely to have their own separate agendas, powerful states often face a double principal-agent problem when providing material support to rebel groups. The difficulties and problems associated with controlling the agent are reflected in the relationship between the principal and the intermediary. States need to identify the alignment of interests at an early stage, or risk strategic failure. There are two ideal types of intermediaries—dealers and brokers. Case studies of the United States' support to the Mujahideen in Afghanistan and to UNITA in Angola (channeled through Pakistan and Zaire, respectively) demonstrate that intermediaries affect the provision of external support. States engaging in counterterrorism need to look beyond sponsors of terrorism and explore the role of all states involved in the process of conflict delegation. That states use intermediaries when providing support to non-state armed groups indicates that holding states accountable for violating the nonintervention principle under international law should be reconsidered.

This forum provides an outlet for an assessment of research on the delegation of war to non-state armed groups in civil wars. Given the significant growth of studies concerned with this phenomenon over the last decade, this forum critically engages with the present state of the field. First, we canvass some of the most important theoretical developments to demonstrate the heterogeneity of the debate. Second, we expand on the theme of complexity and investigate its multiple facets as a window into pushing the debate forward. Third, we draw the contours of a future research agenda by highlighting some contemporary problems, puzzles, and challenges to empirical data collection. In essence, we seek to connect two main literatures that have been talking past each other: external support in civil wars and proxy warfare. The forum bridges this gap at a critical juncture in this new and emerging scholarship by offering space for scholarly dialogue across conceptual labels.
